Not to mention that there is a theory that the Zodiac isn't actually a serial killer but a hoax built around a series of unrelated murders. Regardless, as you said, it's pretty hard to judge someones intelligence based on such limited knowledge. Green River Killer is a great example, another would be BTK, he wasn't dumb as a bag of bricks but he certainly wasn't some brilliant criminal mastermind as evidenced by how he was finally caught. I think people give too much credit to serial killers for remaining uncaught, a lot of factors go into why they get away with it. It seems to me that a large factor is that the killers rarely ever have any relationship with the victim.
In the days before DNA, computer databases and large scale CCTV I honestly don't think it would be that hard to get away with, at least for a while. Just my two cents, and of course I'm just some random who's into a bit of true crime like everyone else here so take it with a grain of salt. Depends on how you define intelligence. In terms of IQ Ted Bundy, Ed Kemper, Andrew Cunnanan, and Rodney Alcala all reportedly had above average intelligences. Angels of Death like Shipman were obviously intelligent enough to receive advanced degrees.
However, IQ is not a very good indicator of how 'intelligent' a person actually is. Many of the most infamous serial killers were excellent manipulators, which means that they were probably very people saavy, they know how to read people and situations in order to get away with their crimes. The highest IQ I've ever heard of for a serial killer is Patrick Kearney, AKA the Trash Bag Killer, who supposedly had an IQ of 180. He killed at least 21 young men by shooting them in the head while they sat in the passenger seat while he drove.
Then he had sex with and beat their dead bodies before dismembering them and disposing of their bodies in remote locations inside of trash bags. He may have/probably killed 30 or more people.
The runner up would have to be Ted Kaczinski (excuse my spelling), AKA the Unabomber. He had an IQ of 167, but it depends on whether or not you consider him a serial killer, which I personally do.
